IEPopUpControl Blocker (often referred to simply as the Internet Explorer Pop-up Blocker) is a legacy, built-in security feature developed by Microsoft. It originally launched with Windows XP Service Pack 2 (SP2) to protect users from aggressive, intrusive advertising popular in the early 2000s. Core Functionality
The utility functions as a gatekeeper for network requests initiated by web pages.
User-Intent Detection: It allows pop-ups to open only if they are the direct result of a user action, such as clicking a link or pressing a button.
Automated Suppression: It automatically blocks any background windows (pop-unders) or unsolicited script-driven windows trying to load on page startup.
Notification System: When an ad is blocked, it plays an audible alert and displays an information bar at the top or bottom of the screen. This bar gives you the immediate choice to temporarily or permanently allow pop-ups for that specific domain. Modern Context & IE Mode
Because Internet Explorer has been officially retired and replaced by Microsoft Edge, the standalone application is obsolete. However, its exact architecture lives on via IE Mode in Microsoft Edge.
Many legacy corporate websites and intranets still require original Internet Explorer controls to function. If you manage or use these applications, the original registry policies and settings for IEPopUpControl still dictate whether those legacy windows can open. How to Configure the Blocker
If you are working inside an environment that leverages these controls, you can modify its behavior through native Windows tools. Method 1: Via Windows Internet Options
Press the Windows Key + R, type inetcpl.cpl, and press Enter. Click on the Privacy tab at the top. Locate the Pop-up Blocker section.
Check or uncheck Turn on Pop-up Blocker to toggle the service.
Click Settings next to the checkbox to add whitelisted URLs or adjust the filtering strictness (Low, Medium, or High). Method 2: Via Group Policy (For IT Administrators)
If you need to deploy or suppress this setting across multiple enterprise machines running IE Mode: Open the Group Policy Editor (gpedit.msc).
Navigate to: Administrative Templates > Windows Components > Internet Explorer.
Look for the Turn off Pop-up Blocker or Use Pop-up Blocker policies to enforce your desired state across the network. Contemporary Alternatives
Legacy blockers like IEPopUpControl only stop separate window scripts; they cannot block modern modern overlay elements, tracking scripts, or video ads embedded directly into the fabric of a page. If you are looking to block modern ads on everyday browsers, consider the following standard tools:
